Watermarked Ballots – did the Trump administration secretly watermark ballots to save the election from fraud?
According to CISA, no.
CISA is the Cybersecurity and Infrastructure Security Agency for the federal government. The agency‘s rumor control page states the watermark story is a lie.
“The Department of Homeland Security (DHS) and the Cybersecurity and Infrastructure Security Agency (CISA) do not design or audit ballots, which are processes managed by state and local election officials.”
CISA outlines the process by which ballot printing falls on the states, via the US Constitution. Therefore, according to CISA, it would’ve been impossible for the Trump administration to print secret ballots for various states. They simply don’t have the access or the Constitutional clearance to do so. States printed their own ballots, and the process was only overseen by each state, not the federal government.
